I think it is Daedric, and you must be level 20 or above for it to appear in random loot. Try Rockmilk Cave (plenty of Bandits and Marauders who have nice bows and weapons). go to www.uesp.net for more info.

If you think daedric is good when you should get shivering isles, the weapons on that are the nuts!!
Bow's are s***, you'd be better off raising your sword or blunt skills. From what i remember, the ebony bow was the best one i ever came across, f*** knows the level that it becomes abailable at though. Daedric (?) 1's are good also but they usually weigh alot more but do practically the same damage.

The bow of Madness (19 points of damage,) while cool that it casts a random spell each time, is not as powerful as my enchanted Daedric bow (20 points of damage) that I got several levels ago. I love those madness arrows though. Unfortunately, I can't for the life of me find more madness ore in the wild. Any tips?

Bleh I don't even bother with bows. Too much trouble. Just get a sword and hack the crap out of whatever you're fighting. Or get a cold AOE spell and hit groups of enemies at a time. That works great for me.
The best in vanilla Oblivion is Hatred's Soul. It's a leveled item and the best version can be found once you reach level 19+. It's found inside the Chorrol Oblivion Gate.
For all those who dont like Bows, if you level up your Marksman skill allot you can very often take out people in one shot, and most people in two. Stealth FTW!
