Busy, I'll get to you with a more thorough response later, but...
1. You can play missions out of order. You can outright skip missions and bosses. That girl Quiet they keep on showing? You can meet her early in the game or you can never meet her at all. You can choose to befriend her, be her enemy or kill her. That's just one example from the start. The story unfolds in an episodic format. Overall, yes it's going to be a linear progression in that it has a definite beginning and end (just like every open world game), but how you get there and the order in which you choose to get there is up to you. If you want to say **** the missions and free roam, you can do that too.
2. The world is plenty interactive. Plenty of the recent previews went on to say that it was more interactive than most games.
There goes your two disqualifiers, but truth be told, those things don't define open world gaming in the slightest.

Kojima explicitly stated that Big Boss will rarely speak because it is such a choice filled game and doesn't want the player just doing what Big Boss would do. Again, this has nothing to do with a game being open world, but you did bring it up and once again, you're incorrect.

Beyond that, this game has far more freedom in playstyle than GTA could ever begin to muster, lol. Are you kidding me? In GTA you're just stuck with flimsy TPS mechanics. MGSV is a game that is not only stronger than GTA mechanically as a TPS, but is also robust as a stealth game. Not only are you getting better mechanics, you're getting more freedom of playstyle. This is just speaking of raw mechanics, factor in the loads of gadgets, weaponry, vehicles, and other misc. items that you can obtain, or develop (and upgrade for more functionality) and it's not even fair. You could play the game as a ninja, a walking tank, or anything inbetween.
And as I stated above, yes you can free roam, explore, tackle multiple missions at a time, tackle no missions at all, whatever you wish to do.
