Honestly, it's what has kept me from buying a "next" gen console to this point. There just hasn't been anything release compelling me to do so. I don't play first-person shooters, so pickings have been slim.
Happen with MS as well
MCC Forza 5,KI those games were not as low on previews gens.
Maybe we have a higher standard for exclusive some how,MCC and DC got owned for having problems here,but some how ACU got a 7 when it was plague by bugs and problems.
But still the highest scoring. So your MS argument doesn't work.
The good games will come. This whole generation has been sad. Underpowered hardware with broken games that are not even that good to begin with.
This statement is only entirely true if you don't own a Nintendo this generation.
Nintendo isn't even in this gen. Their Wii systems have been garbage and have been a generation behind in terms of hardware. The games may not be broken, but most core gamers don't care about Nintendo games to begin with (except core Zelda and Mario).
1.) Power does not denote generation.
2.) Core gamers usually care about gameplay. And they appreciate substance over style. So I think core gamers definitely care about Nintendo games. The average PS4 user is probably a casual in their teens.
Yet that's originally how the current false version of generation was made.
I personally think a lot of Sony's talent have left to different studios. You are seeing developers leave these big time jobs in favor of smaller independent studios.

Games were rushed, simple as that.
Sony said "oh well the games look good, they'll sell on graphics alone" and for the most part they are right.
Killzone is boring and not as good as previous games
Driveclub was rushed out and launched in a terrible state
Infamous was short so development was rushed as well
Knack lol Knack (sold better than Super Mario 3D World so yeah a brilliant example of Sony betting huge on "graphics will sell")
And The Order was rushed out with most of its gameplay to be found in its sequel.
