Perhaps Sony doesn't feel the need to try?
While I find the OP to be somewhat true, this doesn't matter to me because I know that when all the cards have been laid on the table there are going to be more than enough games to satiate my cravings in a variety of genres and from a variety of different publishers. I don't really care for Sony's first party aside from Naughty Dog. Killzone doesn't do it for me, Polyphony is clueless, Ico studio is pretty much dead, and I don't like Infamous. I would be surprised if anyone bought the system based on these, or if they even play into the majority of a purchasing decision.
I find a lot of my purchases from Sony are indie. People buy MS and Sony's machines for 3rd party with the occasional good 1st party output, which it will have. No surprise. Unlike Nintendo, they don't need to rely on outstanding 1st party on a consistent basis. In fact, I'd say that despite the lack of quality, it's made up for more in other ways, and if sales are anything to go by, the majority of people feel the same.
