1) It doesn't look terrible, you just exaggerate for whatever reason (with picking bad screenshots on purpse). It's just rough around the edges with unfinished animations, no AA solution yet implemented and other things that are typical to alpha versions.
2) Three years is nothing for big games, especially if it's big and truly ambitious. Watch_Dogs was five years in development, Fallout 4 even longer.
3) The budget wasn't there from the beginning. A lot of it was collected in the last year. Much of it is used for additional stuff, especially new gameplay systems, not to improve the speed with which the graphics and engine are updated. Anyway, technological updates have to be made before the graphcis get finalized.
4) No real PC gamer cares about exclusives. They just want to play good games on their platform of choice. And developers surely even care less about PC exclusives. Star Citizen is PC-only because consoles can't run the game. That's about it.
5) GTA V had an even much bigger budget and its final product on PC took even much longer and looked worse than Star Citizen in its current alpha state, after a much shorter development time. Wow, amazing, right?
