No they didn't, that's the reason we see a lot of Square-Enix games on the DS.
But that might change now, because of MS aggressive (disturbing launch parties...) marketing politics in Europe.

You can see that the PS3 to 360 ratio is 2:1.
Because the game has already been in development for years it will be released first for the PS3.
It might get out on the 360, but that depends on the future sales of the PS3 and the 360 in Japan.
The localization needs one year after JP-release. So we have enough time to wait and see.

Sony has less than 8% shares in Square- ENIX !!! Not 19% !!!! Also companie have shareholders, and people that are in for money, so Sony saving Square means ... nothing really, if it did DQ would never hit Wii or DS
Now Sony said they are looking to make FF13 exclusive, meaning it is not, coming to 360 that is, and the millions of sales on 360 could never be paid for, so Sony will get a timed exclusive at best case or go DMC4 case altogether
Japan is NOT the only market on earth too, if they can sell 3 million 360 copies worldwide, they will do so, even if they sell ZERO in Japan
