Because it was the friggin' game of the year that year. TA is so good. There are plenty of GS GOTY awards I disagree with, but TA is not one of them.
Then why does it age so poorly? Better games came out in 1997.
Starcraft invalided TA and for good reason.
Starcraft is a different type of RTS. Same with Warcraft. Blizzard RTS games just never grabbed me the way games like TA and Empire Earth did. They always felt limited to me - maybe it was the smaller scale.
TA does many things better than Starcraft: physics, UI, unit AI, unit variety and tech trees, strategy.
I don't agree that TA has aged poorly. You can buy it on Steam, it works with modern resolutions (after the main menu). The mechanics still hold up. If anything, Total Annihilation invalidates Starcraft for me. I don't ever feel there's a reason to play Starcraft when games like Total Annihilation just do RTS better.
The formula lives on. Supreme Commander in 2007 is very similar and is the logical successor to that formula. It's such a tight game with an extremely powerful and intuitive UI. A flick of the mouse wheel takes you from a view of the entire map down to a single unit. The game is still played a bunch today thanks to the Forged Alliance Forever project.
Also that Total Annihilation sound track.......
