Which open world games do believe has one of the best textures like building, foliage, vegetation.
Probably DA:I? I know some textures look good in the last FC but many look like they're straight from an MMO... Maybe Ass Creed Unity but i haven't played that trash.
That's a toughie. I'm more interested in draw distance when it comes to open world games, really.

If we're talking Vanilla (including mods would be all kinds of unreasonable) I think DA:I.
GTA V, Watch Dogs and AC Unity are also quite good.
GTA V maxed out on PC. I don't consider DA:I to be a true open world game.
True that, DA:I is "open worlds" as opposed to "open world". :P
DAI looks incredible, easily the best environments I've seen. Spoiled somewhat by the comical characters who look dreadful specially the ones with really, REALLY stupid moustaches.
For cities? Infamous: Second Son. Watch Dogs also looks good.
In the sticks? Far Cry 4 for me.
Crysis 3 also looks good. Not sure where it falls under though....probably a mix of the two settings.
Unity is definitely the best or one of the best looking open world games going. It's absolutely gorgeous maxed out on PC, very little that hasn't been modded to the point it's almost a completely different game comes close.
Skyrim, once it's been modded to the point it's almost a completely different game.
Vanish of Ethan Carter Ethan Carter hands down has the best textures in a open world game in many areas like foliage, vegetation, rocks, etc. AC Unity only edges it in character models and minor areas.
Far Cry 4 definitely. Unity had some nice lighting, but the texture/character pop-ins made the game look like crap.
