its been tried and scrapped 90% of the time because of how much better kb/m was.

In the case of FPS, sure. However, what would stop it from working well in something like Dirt, Grid, or F1?
In that case, controller gives a noticeable advantage over m/kb, so the thing is once again unbalanced. From what I've seen, the only way to properly pull off cross-platform gaming is with co-op modes...

But PC users can use controllers too, or wheels etc
