Zippers and penis don't go well, there needs to be something between them. That and there needs to be something to hold it down whenever it gets out of hand.

Agreed, its quite simple. You don't get skid marks or piss leaks if you wipe your ass and genitals.
And as for the reason for wearing underwear, personally its for comfort.
