Why is it that people use moderation, or restraint in warfare instead of using the most efficient method of defeating an enemy?

There are better and less violent methods to solving problems. Governments are really good at waving a flag and getting young, unmedicated men to go and die for policy.

so basically my question is when two states confront eachother, why do they purposely use moderation? Instead of inflicting the most amount of destruction onto an enemy, thus bringing the quick and swift defeat of the enemy, why do they purposely try to restrain themselves from inflicting "unnecessary damage" or "collateral damage" onto an enemy?

like what? no biological and chemical warfare? Those are obvious but what are some good examples of things we cannot do that should be done?

Hmmmmmm, this makes me think.If there was a winner then who would be left to fight. Maybe war is being carried on for a diffrent purpose than one would think. aha

They learn from other's lack of restraint, like Napolean continuing his journey farther into Russia, starving his troops. Read Sun Tzu's The Art of War or even little excerpts from it and you'll see why restraint can be just as well of a played move as charging after a weary enemy, depending on circumstancee.
