I seriously doubt that he was trying to dye his face to pander to Hispanic voters. But it's still pretty funny.
It's MOSTLY just for fun I think. The reason the humor works is because Mitt has been such an extreme panderer during this campaign, even by politician standards. ("I love Michigan! The trees are the right height!") You can have just a brief moment where you wonder if this is true before dismissing it.No intelligent person would believe that a President candidate would try the equivalent of black-face to gain votes. Regardless, I think the idea was that Romney wearing hysterically overdone, stereotypical and out-of-fashion "black person" accessories would be just as insane and overtly racist as what's being implied here.
