She's not obligated but she's using a tragedy and charity auction to make money for herself. She knows that by saying she's donating proceeds to the Philippines, her profits from the auctions will be significantly greater. Much higher than the 10%, meaning she turns tragedy into profit. It's despicable.
She advertised the charity because she did donate to the victims. Is it your business how much she donates? It's no ones business what anyone does with their money. It's her money that she made from selling her clothes. I don't understand this thinking that because someone is rich, that they should have to do anything for anybody.
If I was the richest man on this planet and I didn't donate a dime to anything, people would lose their minds.

No, she was not obligated to donate to charity.
However, when it comes to things like this..where she got money by advertising saying "Buy my clothes and stuff and lm going to donate the funds to charity".. The people who purchased those items, most likely assumed that the money they spent on it was going to a good cause... Now it doesn't matter if the people buying the items wanted them anyway, they were lured in under false pretenses.,,
