Actually Las Vegas is the one place in Nevada where it isn't legal, strangely enough.
Maybe for tourists . People and families from all over the world visit Las Vegas thats why maybe . my wild guess .

If I recall correctly, brothels can't be in cities containing over 400k residents. So Vegas, Carson City, Reno and one other I don't remember. I wrote an essay on the subject on college if anyone is wondering. :PI know the law is for cities over a certain size, but I thought Vegas was the only city that was actually over that limit. Could very well be wrong though. At any rate a person who's interested will find what they're looking for within a bottle throw of Vegas, as they are a lot of unincorporated communities around Vegas.
I find the whole thing sad... women who are often veterans of the sex industry when they were underage, people who never imagined they would be where they are, birds with broken wings in some way all of them. I don't believe right or wrong enters into it in some grand sense, just treating people well vs. treating them like something to be used and forgotten.
I have the same issue with strip clubs... I've gone to one... count them... one. My friend wanted to show me a good time, got me a lapdance from a VERY attractive young woman, and while my hormones were doing their thing... I just wanted to be out of there. It's not a judgement about the women, it's just viscerally odd, and sad IMO.
I think there's a very good reason it's not a sex business, or sex market, but a sex INDUSTRY... it seems very... industrial.
