I could see dropping the age nationally to 16 when a teen is then old enough to drive, but under that? No, only the 3 year rule should apply down to 12, and illegal under that age. That's how I see it.

I wasn't suggesting they lower it to anything. I just plucked a number out of the air to say if that's how it started, then that would be the standard, and we wouldn't even be talking about whether or not it was too young because it would already have been accepted. It would be law, and there would be little point to even debate it. For instance, some people think 14 is too young, but Austria, Germany, Portugal and Italy don't. Different cultures, different laws, so people chose to live in places where they can agree to the law. You don't want your child having consensual sex at 14, you don't live in Austria, Germany, Portugal and Italy.
