it's fair to compare her to anybody when the topic is "best fighter" :P

i like that you never really get to see robert at his best though. he's a buffoon and he does some terrible things, but you also have to pity him. a lot like with cersei, the attributes that help in gaining power don't necessarily help in keeping it.

The Hound... even though he is so afraid of fire he never seems to lose a fight.

Dude, Jaime held his own against her when he was chained and starved and out of practice for a year. I dont know if you play any sports but being away for a week is enough to seriously throw you off let alone a year.

Jaime. Dude was a freaking prodigy and got into the kingsgaurd through skill. Of the relevant characters as of the end of book four, I'd say the hound. Dude doesn't really fight super well known people from what I remember, but he did seem like he fought a lot.
