One of your ideas is close but it's still not quite there.
Bill wanted George's book, so he made George choke on an icecube. After George dies, the icecube melts, leaving no evidence. To frame Fred, Bill steals his candybar, freezes it in his drink, sharpens it, and leaves it in George's chest as a red herring.
