Even with an established Engine, 2D games still take a tremendous amount of time and money for developers, due to the intensive hand-drawn nature of sprites. They would have to make something that would be a sure-fire sale, and that's sequels to exisiting series and games. They're going to make sequels anyway, why not make them look great!

I would fund this one MYSELF, if Rare was willing to let the damn rights go!

But Rayman Origins flopped. Ubisoft claimed at one point they'd made a profit on Origins, but after the initial disclosure of 50K first month sales (this from a franchise that once sold 5,000,000 copies of a single game in the UK alone) they have steadfastly refused to offer up sales numbers.
Building something cool from the ground up would make a lot more sense than relying on nostalgia.
I don't understand that logic, with all due respect. How is Rayman Origins a flop? Just because it didn't sell well? Well, if that's the case, then why is there a sequel being made then? Lots and lots of gamers, from fan and media alike, enjoy Rayman Origins as much, so a sequel is now in the works and apparently looking more beautiful than its predecessor.
