Going by reviews, that seems to be the case. I really want to play it though, looks like fun.

Doubt it. One of the three Dino Crisis is probably worse.. Roger Rabbit for the GameBoy was proably not that great, and neither was the Capcom quiz game he made. I'm just guessing here, I haven't played any of these games, but I'm pretty sure PN.03 isn't his worst game.

While I have not played this game (I do own it), I have heard nothing but good things about it. It is classified as a hidden gem on the GC according to many.

No, it is better than god hand in my opinion, sure it is most innovative. I consider it a good game with catchy music and funny gameplay elements, i dont' like though as jumping is implemented in this game and control in general is a bit awkward, but repeat myself you can find games of same generation so long worst

When I first saw the game, I was hyped for it. (also because GC didn't have very many games to hype at the time)

But then I saw all the mediocre scores and how they removed all guns from the game and such and I forgot about it.
