How to change my view in gta 4?

I got gta 4 for the PC, and am stuck in the exact same view and unable to change it. I looked at the control's and manual but was unable to find information regarding this issue. Am using a Mose and keyBord. thanks.

What view are you talking about? Graphical settings, camera rotation or what?
