If you open the dialog box to insert a link in the wysiwig editor, and then move to a different tab (I have only seen this error in IE7) before pressing insert (as I do to copy web addresses), the dialog box doesn't close when you press insert. It does close when you hit the "x" and the link is still inserted, but since it normally closes with the insert button, I assume it's a glitch.
