GTA 5 >Watch Dogs>Saint's Row 4

Loved the game, but it could have been better.

Pluses:

Hacking Traffic Lights, Gas pipes, etc. never got repetitive or boring (like Deus Ex)

Voice acting: All first class

Story Line: Entertaining & Not too hard to follow

Online challenges against other players during SP campaign. I thought this was a pretty cool addition to the Sandbox genre, mixing SP and MP.

Multitude of quality extra/side missions. From Chess to poker to stealing cars to drug induced "trips" to taking down gang locations throughout the city. All were pretty cool.

Upgrading Tiers: Valued upgrading of hacking, combat, driving and crafting was not fluff filler, but useful towards one progression in the game.

Negatives:

Graphics. Even in HD on the PS4, the graphics did not blow you away compared to GTA 5 or Saint's Row on the PS3. I would have hoped that with the delay, they would have put more effort into this aspect of the game. Not bad graphics, but nothing cutting edge as I would have hoped.

Weapons: Not horrible, but just eh. Would have like a bit more diversity or customization opportunities.

Direction: I felt that the game hits you with sooo many options right from the start, that it was almost overwhelming. Should I start the main campaign, or do a side mission? It took me a good 45 minutes to understand what everything was and get a lay of the land. Again, this is not a HUGE negative by any means, however it would have been nice to have a decent run through from the beginning or open the side missions in a staggered form instead of all at once.

Overall, I think (like many people) I was hoping for the next generation of Sandbox gaming. Watch Dogs offers a great product, but nothing groundbreaking. Maybe it was unrealistic for it to live up to the hype. All this being said, this is a very good game that is worth purchasing and playing through.
