Most under appreciated game I can think of, even less appreciated thatn the S.W.A.T games; This is of the same genre, but is a lot more fun! Shoot people, rewards you for being good and bad, such as rewards for headshots and rewards for arresting people without killing them, ands a lot without taking anything away. Does not punish you at all, multiple checkpoints, health packs and does not make you earn medals if you don't want to, but you will because the upgrades are worth it!

You will want to play this games levels over and over, upgrade system is wicked, gameplay is realistically FUN, one more thing to say: PLAY THIS GAME!
