Neither better, nor worse.
I have a friend who loves The Beatles. He told me once he would buy even a Beatles' record about them farting. Even though the difficulties of taking care of some characters who are stupid and love getting into trouble RE Outbreak (I'm not gonna difference between the 1 and 2 as it would be like saying that Kill Bill has 2 parts) still was revolutionary on the graphics and those who played these games were not all that surprised with the incredible graphical quality of RE 4. Some people like saying that Futurama is better than The Simpsons. How can you say that good old fashioned cartoon is worse than a digitalized one just because its graphical design. Stories are the main motif of we being there for more. Remarakable the work in Sub Zero, with 3D designed labs from RE2, and with the Police station in the last chapter. It was a dream made real in my opinion. Because how many of you cannot say that you have been around that building for several hours, playing RE 2 at least four times?
I agree it was an experiment. There were several flaws, however many interesting things arised with Outbreak too.
