Like its ancient ancestors, PTO 4 has and even mix of the good, the bad, and the ugly.

I own PTO, PTO2, and PTO4, and they are all fun games for the strategy fans. However they all lack. PTO 4 has good and bad ideas, so here is the list. GOOD: Can design and name ships and ship classes. Can actually play as Germany and Britain and fight the world over. Graphics are very pretty. Can rename admirals. Admirals can be promoted based on valor and deeds.... But that's where it ends. BAD: Fight for control of sea zones not bases or at sea against ships. Ship to ship fighting is a thing of the past because airfields in each sea zones cripple your fleets. Airpower has nullified the need for even having ships in this game (I won the war mostly with subs). economy is entirely too simplified. Diplomacy is not an option. You have almost no control of your ships when they do enguage enemies..... Basically, this game is too easy. You send a fleet into a "sea zone" where your ships are sunk by the opposing air forces faster than you can say "My ships! My poor beautiful ships!" This game needs gameplay like the original PTO while keeping the designing and shipbuilding aspects. All in all, being able to play as the British and Germans (not available in the first two) and the ship designing are the only things in this game that distiguishes it.
