In the options menu of the game you should have an option with frequency 60Hz, if it's 60 it means that its limited to that much FPS. It would just limit your FPS, dont why anyone would want to do that but just incase enable it to 60Hz and you should be fine.

Since you will be playing online, it will mostly depend on the server. This 32/64 slot servers will kill your game inside out but other then that it should be fine. CSS has the option to revert back to DX8.0 mode, that will help you get more FPS out of the game.
