Well, PSP games do have good graphics and for a handheld, it's pretty impresive. I mean, compared to DS games, it's not alot to pay. I think $40 is a good average price for a PSP game.
True, Im not really sure what your computer is doing. Was it acting up before you got the new card? Like maybe a virus or something. Well, you could find a good PCforum idk.

That kinda stinks (that you cant click on my computer without something going wrong). Yeah, I would suggest safe mode or rebooting, something. You might try to reboot you'r computer then download that program sweeper thing.
And maybe back up your data just in case something happens
hmm. Well I assume by the part numbers that youre going from a Nvidia graphics card to an ATI card? (or are they both the same brand?)
Well, that is interesting, you could look up info on this at some computer froums or you could contact the company who makes the card and ask for help.
Did you build you'r computer or buy it from a vendor?
Well, you're leaving out alot of info. Are you sure the graphics card and it's software are compatible with you'r computer? Did you put the card in the (assumed) PCIex16 slot first, then try to install? Is you'r computer to old for the card?
What is your graphics card called?
What's you'r operating system?
And did you7 hook the card up in your comp before trying to install drivers?
