I was just wondering if someone bought the island pack in paridice city and the he uploaded his saves to the internet and I downloaded it, would I get the map also?

I am about 70% way done the game. And It says I only need 4 more timed road rules, but But when I look at the map all the road rules are beaten!

Does this mean I haven't found all the roads in paradise or something?
