I have run the migration tool, when I got my new console but this will not always work, only ones I have bought on my new console allow me to play off line - I found out the hard way as moved house and stuck without internet for 2 months. Im going to be contacting Xbox support see if I can figure it out but I can guess they can not do anything without being online.
