It is because all X360 games sold now are packaged with Wave 3. The games must accomodate for a NXE update partition. Microsoft did this so that anybody without a connection can still have the best possible experience.
Just surprised that nobody seemed to mention this but last I checked Bioshock 2 was signed on to be an xbox 360 exclusive so I am assuming there are plans to make the next one. Also I remember reading that it was going to be a trilogy.
