The liquid around the tower as well as the stream reacts to paint and thinner use. If you have mostly painted the liquid will be blue and you will not be able to thin the tower. To change this go around thinning as much as you can around the level until the liquid around the tower becomes a light blue, or green. You will then be able to thin the towers base.
