That tells me one of several things. The planet will contain a map that stretches so far but you can't venture the entire planet. So if you fly to the northern hemisphere or southern, the same map generated will appear. Still, lack of vehicles sounds moronic. However, there already-made expansion packs may contain these and they will act like this is a new concept.
Further to note which is smart, they seem like they are relying on modders to give free "DNA Code" for them to copy and use on their games/platforms and use what is favored by the community to build something better.
