I fixed this based on help from a different forum so posting it here.

I went to the present and finished the game again starting from Ifrit. The menu was back to use from the Ifrit fight onwards and now works when I return to the past.

Altissia is a lot further down the road so I recommend just resting at Golden Quay for the doule experience. Level 24 at Chapter 3 is fine, but by the time you get to Altissia, I would recommend you be at least around level 35. Besides- you can rack up exp points pretty easily with the Expericast method.

Hi guys- after playing about 60 hours of the game, all of a sudden my tactical box (button to open item menu) stopped working. I started having this problem after I installed the Holiday Pack and Holiday Pack+. However this didn't happen immediately after I installed it, and was somewhat spontaneous. I've tried the following and nothing seems to work:

1. Turn off PS4 and reload game

2. Rest for a night

3. Change controller type (I usually play with A so tactical should be R2. When I changed to B and C, the corresponding commands worked when I pressed R2)

FYI I've finished the game once and this is all in post-game.

Has anyone else came across this problem or know how to fix it? As you know, some of these dungeons are brutal without any item usage. Thanks in advance for your help!
