I own a 26" Olevia. Quality-wise, I have no complaints, and the price was very nice. Spec out Newegg.

Also, if the lack of NTSC tuning is a concern and you aren't particular about the tuner being integrated in the TV, you could probably find a cheap VCR (either online or in a pawn shop or something) and run the cable through there.
