That's brilliant.I used to avoid using certain weapons/perks because I was told they were cheap. But I don't really subscribe to that anymore.
Sure, I hate getting killed by random grenades too, but just because it's luck doesn't mean it's unfair.
That said, I do think it would be nice if juggernaut had a visual cue to tip you off that it'll take a couple shots to bring them down, like a vest or something, but I don't see why it's so difficult/annoying to just keep shooting someone until they're done for.
There is a way to tell when you shoot a juggernaught guy, a little medical cross appears at the bottom of your screen.
