I have a lot of shitty-pants no-life's on my friends list who were rank 30 day one, so yes, the servers being down is a good thing. It'll give them time to change their depends out for a fresh pair.
I have a PS4 and an Xbox One, but this guy needs to be commended for quickly turning around the Xbox brand. Until he arrived, the brand was quickly on the downfall. Say what you want about MS as a whole, but you can not deny that this guy means business. He has done more in the few years with the company than most can only dream of, and I quite frankly like the man. I can now watch E3 and not boo MS because they now have the gamer in mind again like they used to.
No where in either article (this one, or the official patch notes) does it say how big the patch is. I'm not worried about space on PS4, because I have a 2tb internal, but just extra download time before we can play. It will probably download with the main game or in advance though, if it can be preloaded on Sunday.

Market research shows that when we create games with the Tom Clancy name they sell no matter what. Even though they share the same name in mind, they are no where close to having the great stories that were once written by the man himself. We now focus on multiplayer/always online games so that when the servers are down nobody can play it. We get people hooked to the experience, and then rip it all away when we feel like it.
The expansion shares the same name as a BF4 expansion you say! Well, about that, We here at Ubisoft like to take ideas and make them our own, repackage them and put them behind a paywall. We like to advertise more content early, and then announce that it will not be in the game, sort of like what EA does with their content.
He's been playing GTA IV, Assassin's Creed and Red Dead Redemption. You can see the proof in his hands. He confiscates the games, so that he can secretly go home and play them.
