If that's the case, then God planned for a large portion of his children, whom he says that he loves, to go to hell.

In The Bible, it's stated that God knew exactly what genetics it took to make you. In other words, he had two people have sex to make you, and they had no real choice in the matter (even if they think they did, they were only 'under God's spell,' so to speak.) If we had 'free will,' quite a few people wouldn't be alive, and just as many people that don't even exist would.
