This I will disagree with. Witcher 3 "builds" boils down to swing fast or swing slow. The rest is fluff. You aren't going to be doing a signs only or bomb only playthrough after the nerfs. It's not possible (the hardest bosses are sign immune).
Initially, in Witcher, early game there are no builds. Mid game, there are a few builds that clearly have their own playstyle. By late game, all builds tend to converge to the same spot.
For Fallout, there are builds by they only vary by dmg of weapons. And again, by late game, they converge together
While true, the Fallout ones vary considerably more and even after converging you are left with many feasible play style options.
in W3 it's start with 3 (bomb/sword/sign) until you realize most of that sucks apart from spamming your sword...so you mostly just build for swords for most of the game and spam that sword.
W3 isn't beating FO4 in this category, but don't worry, it's still the far far superior game.

Signs is a waste and a noob trap, as is most of the sword trees apart from Fast/Slow. Same goes for any gear without crit or crit damage.
Both are bad, but Fox News probably does more harm since so many more watch it (lol the South) and they actively promote certain candidates far far far more heavily, and a lot more mis-information (lol global warming is fake for 10 years, now they finally agree).
