I found out how to get a Salamance to leard Hydro Pump. In a R/S/E game breed a female Salamance or Shelgon, with a male Gyrados that knows Hydro Pump you will get a Bagon that knows hydro pump. You can't get this to happen in the D/P games because they erased the ability to learn Hydro Pump in a Bagon in the new games. But you can still have many Via migration. Enjoy!!!
