Good luck seeing 1/100th of the available mods out there for your 360 version of UT3. Anything placed on the marketplace has to meet strict requirements by Microsoft, not to mention the fact that you'll have to pay for it. You're not going to see ANY community created mods... why you ask?...
Since Microsoft charges for downloadable content on the marketplace, it's ILLEGAL for Microsoft to profit off of anything created by random people in the community. The only downloadable "mods" available will be maps and upgrades made by Epic themselves (similar to what you've seen with Gears of War) since Microsoft can legally pay them their cut for the created content.
If you want real mods you're going to have to get the PS3 or PC version since you can simply just go to the internet and download the mods directly and apply them.
