I've been thinking about buying a 23-24" myself, and searched that subject a lot for the past two weeks, here is what I found, most specs don't really mean that much and it can be deceptive and there is no accurate or a standard way of measuring most of those specs it all comes down to real world testing, you should go to a near Bestbuy or other shops and try to see it yourself before buying.
Unless you're doing professional photography, a TN panel will just do fine, and no need to spend the extra $$ on an IPS panel, However TN panels have less input lag and faster response times which is ideal for competitive gaming, The samsung xl2370 had many good reviews and its said to be one of the best 23" TN panels out there with excellent crisp colours, high brightness and good black levels however the gamut of the screen changes when you try to view from larger angles like all other TN panels out there but thats not a big deal since most of gamers sit infront of there monitor (same applies to the px2370 its the refined version of the xl2370) and btw both monitors have a resolution of 1920 x 1080 (its the new trend).
If you really want so spend some cash on the ultimate LCD monitor money can buy, then there is no better than the 27" dell u2711 (its about 1000$) its way better than the dell u2410 and has a resolution of 2560 x 1440 pixels and better colours but you must have a very good gpu to run games smoothly at this resolution.
