Billy Boy was a bit drunk of dollar bills. He actually has so many that the ones near the bottom of the pile rot and ferment. When he gets to that sector of the currency mound they release sweet alcoholic gases which drive him insane with money-glee.
I think Atari's ill-fated "Panther: The Jaguar II" console returning to life, hitting the market, and driving Nintendo, Sony, and Microsoft out of business.
