Whats that mean?

Ok, I need a cheap PC for my girlfriend, she just plays around online & plays them little yahoo games, nothing too taxing.  I already have an old cheap moniter so I wouldnt have to buy that, but nothing else.  The walmart near me sells cheap PCs for bout $400.00.  Would it be cheaper to build her one or just buy one??  I am out of date with what pieces are compatable so if you could put me together a cheap PC from newegg i'd sure appreciate it.  Thanks for your help .

Ok, I just bought it for 20 bones at best buy, for the PC, great game so far but....  see it comes with a map & a lil book with instructions but it doesnt tell me how to target things or ppl in the game, I also need to know how to get my gang members to follow me, remember this is for the PC.
