It doesn't matter, it's general scale or ranking system to compare it to other products, it's how reviews work. A game that got 9.0 five years ago would probably get a lot lower score today, because the standards are different, the market changes etc...

@beast70 The reason I'm mentioning the smartphone is because comparing its processing power to a PC's is the same as comparing console processing power to a PC's.

Yes it is similar architecture (console/PC), but doesn't work the same way. It is designed to run games, both HW and SW is designed that way, where PC is designed to run everything at once, and that's why you need a lot more CPU/GPU/RAM power.
