Despite it's horrible lagging graphics engine, no support for widescreen, and poor controls, it's still fun.
The controls are not too good either, but if you can master them, they are easy.
Now onto the real review.
The gameplay is incredible, and long, with lot's of side missions.
It is fun to just grab a helicopter, some artillery strikes, some bombs, and sit back and watch the world go up in flames (World in Flames, get it?).
The environment is fun to play around with too. You have the ability to set foliage on fire and destroy entire cities! The missions and story blend in perfectly.
There are also loads of different vehicles, from unarmed civilian vehicles such as sports cars like the Super GT, to heavily armed helicopters like the Ambassador Gunship.
Over all, it's an 8.5 for me.
