Xbox 360 License Transfer through accounts?

I wanted to know If I can take my content from my old account to my new one. On oneof my tags I have all of the gears 1,2 map packs, golden guns, full arcade games and all of that. I wanted to know if I can move that to another gamertag. I know i'll lose achievements and stuff, but I just want to transfer it to another tag.

Really? Okay cool, I'll look into it. Because I was looking at the license transfer and it said in between consoles, but If I can switch it to another account, that would be great, and Yeah I have both accounts on the same system.
