This is effective casue the m16 is good at long range and medium range and is very powerful,
m4 is good for medium to short range and is powerful. frags proove to be very effective when there are large numbers of enemies

Different classes will suit different maps better....for instance, for enclosed/smaller maps I use:
P90
3x Frags
Sonic Boom
Martyrdom
Reason: The P90 is a bullet hose so its perfect for smaller maps, 3x frags and martyrdom coupled with sonic doom means your frags have a bigger blast radius so its harder for someone to run away from your dropped grenade after you die plus your regular frags will be hard to escape also.
COD4 is fairly well balanced so there is no one BEST setup that everyone can use.
I would say one of the biggest factors is your accuracy. If you aren't very accurate go for weapons that spray bullets and have high damage. Couple that up with stopping power and penetration and you will drop enemies quickly.
If your accuracy is better then you can go for more precise weapons that do less damage per bullet, and switch out some of the perks to give you different benefits.

no way dude...the best M16 setup(what i mostly use) is this:
M16 with red dot sight
deep impact
bullet penetration...
that **** rapes...and for MP5 i use the silencer and UAV jammer and martyrdom...3 frags...i always use 3 frags on every class, so ****
I love using:
AK-47 or G36c with Red Dot or sometimes silencer
As far as perks go i always use:
frag x3 - Great for comg up against a **** load of guys
Stopping Power - makes the gun more powerful and who wouldnt want that... lol
matrydom - well im pretty sure i dont need to explain this one ;)
I think it really depends on the map. My old stand by is an M16 with red dot sight. My 3 perks are
1. 3 frag grenades
2. Stopping Power
3. Martyrdom
(The mp5 with steady aim on is also vicious.)
My other favorite class set up is M40 Sniper with
1. claymores
2. stopping power
3. Iron Lungs
I always use an MP5 with silencer, M1911 silenced, Smoke Grenades, C4, Stopping Power, and Steady Aim.
Martyrdom sucks.
I like my RPD with stopping power, deep impact, and RPG x2
or for all other times, my M4 with stopping power, frag x3, and martyrdom
all depends on map and game type.

LOL!!!!:D Its not at all balanced, the M16 is incredibly overpowered, and everybody uses it (Well almost everyone)... Anyway my main one is:
M4 w/ acog
USP w/ silencer
Claymore (until I unlock 3x frag again)

There is no BEST class setup. 1 strict class setup wont work on every gametype. I 90% of the time am playing team deathmatch or domination so my set up is
1) bandolier (i survive most of the time for a long time)
2) Stopping power (for terds that use juggernaut)
3) Extreme conditioning (for getting to one end of the map to the other)
I use a wide variety of guns: M4, G36c, M16, G3, MP5, P90, SAW, RPD, M40, Barrett .50cal, Dragunov.
Everything depends on the game type and the map. I dont play deathmatch for the most part, so I try to be versatile enough to move around and do different things. I dont really use shotguns and barely use sniper rifles. I like AR's w/dot or acog, P90 w/ acog, and the RPD w/ grip. I use stopping power a lot, fragx3, and occasionally clay's or C4, (C4 very underrated in objective games, as are Smokes). Extreme conditioning and steady aim are underrated too. I never use juggernaut, last stand or overkill. Only time I use bandolier is for my stealth, as I seem to chew ammo quicker. Still, I mix and match, and switch classes constantly.
I use G36c with Bandolier, stopping power and Conditioning. I also have a sniper setup w/ the R700/ barret claymore, SP and lungs.
On a side note the M16 is redicluous. Why is it that it kill in 3 runds but the M4 doesnt, even though they fire the same round? And for anyone who wants to argue muzzle velocity, then the saw should kill in at least 3. I wish they would balance it a little when the maps come out.
IMO the M-16 isnt balanced at all. it is the first gun you get and it's more powerful that some of the last guns to unlock
but back to the subject my setup for big maps ,ex. Pipeline, Bog, or Overgrown

1. x3 frag, 2. stopping power, 3. extreme conditioning
for smaller maps like Vacant

Why don't you jsut pick up someone elses gun instead of overkill? lol I never use it.

I'm a strategic player, more focused on winning team games than individual achievement. Knowing a lot of players like to run and gun, I've tailored my profiles for support. My individual goal is to have the highest kill:death ratio and these usually get the job done:
1. "Falcon" My go-to profile
M16 w/ Red Dot (switch to ACOG in some maps)

*Police the perimiter, facing into the field. Use claymores to protect one flank and draw run & gunners into you.
2. "Bear" - Effective on Vacant
M60 w/ Red Dot
RPG
Double Tap (in smaller maps) with Steady Aim
OR
Stopping Power (in larger maps) with Deep Impact
*M60 is most effective one or two rounds at a time. Just nudge the trigger. Double Tap is useful when you're in a room against much faster run & gun profiles like...
3. "Puma" - Run Silent, Run Deep
P90 w/ silencer OR AK47 Silenced
3 Grenade or Claymore
UAV Jammer
Dead Silence
*Substituting the AK47 sacrifices a little speed for a little more power. You also have to switch to very short, controlled bursts. Not many people use dead silence. Not only do can you move fast indoors without having to crouch, you can hear everything better. This gives you a little edge. Great on medium-**** maps. Useless on small maps.
4. "Eagle" - Overkill profile
M16 w/ ACOG
M4 w/ Red Dot
3 Grenade
Stopping Power
Extreme Conditioning
*I like the versatility with this. It works well on wetwork.

SNIPER:-

Assault-
Weapon- any weapon works well here exccept the ak-47 because of the accuracy and one shot guns eg.G3 because their to slow the m4 is probably the best.
Perks- 1. 3X special or frag 2. UAV Jammer 3. extream conditioning.
THEIR THE BASIC CLASSES THAT YOU NEED ANYTHING ELSE IS JUST FOR CHALLANGES XD
The best overall classes in my opinion (and many others) are the ones using the perks Bandolier, Stopping Power and Deep Inpact.
these will work good for any weapon available in CoD4.

For Sniping:
R700 (until I get .50 cal)
Perk1: Claymores
Perk2: Stopping Power
Perk3: Iron Lungs
