If you have enough exp and a high enough skill level, you will skip to whatever rank that combination has. So I have a skill of 24 and I just passed 100 in exp, so I skipped from LT Grade 2 to Captain Grade 1.
Not really. The only thing I pay attention to is a player's skill level. The military ranks are more of a product of how much someone plays rather than skill IMO. I don't have the free time to raise my exp that much.
