Doesn’t this question assume that they owned a PC capable of playing games before they bought a xbox one.

Apparently, even if a game is a Xbox game it is also playable on Windows 10, the logo of Xbox live is on Windows 10.
That was my first thought actually, it's not that the dev made a version for the Xbox and one for Win 10, it's that either way the game on Xbox is also available on Windows 10.
Ok this is gonna sound weird, but I used to play PC exclusively. The problem was I enjoyed myself so much on a PC that I ended up play 12 to 16 hours of video games a day. So I sold my PC and moved onto Xbox, and ended up playing a lot less video games. So you see it's not that I don't like play the PC and prefer console gaming, it's the other way around. I get bored of the Xbox faster. So I get to do other stuff in my life, besides play video games.
Because I don't have/want a gaming PC... it's not rocket science.

Xbox One X at $500 is much more easily affordable than a good gaming PC and does all I could want a gaming system to do.
Know it's getting to be an old thread, but I'd like to add my ten cents:
The thing is, PC gaming is kind of expensive. You have to constantly upgrade computer parts to play newer games, there is no real 'standard' for a set number of years like with consoles.
My computer, I got it in 2012/2013. It was already pretty outdated when I got it, and is pretty low-end by today's standards. My processor is too weak to play...anything, really. And the computer is just kind of slow most of the time. I'm not going to go out and spend ~$1000 on a new one anytime soon. It works alright enough for browsing the web, occasionally editing pictures and storing documents on.
...And I like playing games on a console more.
