If there is no region protection yes you can.I have a PAL console but I have 3 NTSC and 3 NTSC/J games that all work perfectly.Not saying that every game will work but there are definately ones that do.Recently I purchased Bayonetta and Mass Effect 2,both of which are NTSC/J and had no problems.
Depends on the game. Check around if its region free. I have about 5 NTSC games that I play on my PAL 360 and a bunch of Asian NTSC-J versions that also work. But some games are region protected and don't work - Forza 3 as an example and FFXIII is also protected. This is the down side of region protection, you cant really preprder games because you dont know if they will be region protected or not.
Normally you can't do that. There are, however, quite a few games without region protection. You can always check Play-Asia.com, they have a list of region-free Xbox 360 games.
